Owner Kyle Shannon founded HRT after a decade-long apprenticeship with a master mobile welding contractor. HRT is owner-operated, with two fully equipped trucks and a professional office manager, built to handle $7,000+ multi-day infrastructure contracts.
Kyle runs HRT out of the Livermore shop. It's about 30 miles east of Oakland, straight down I-580. Parts get fabricated on the bench there, and the rigs bring the welding to your site. Port of Oakland work is already in our project history.
Six trades under one C-60 license. Components get fabricated on the bench in Livermore where tolerances are easiest to hold, then the rigs handle fit-up and installation at your Oakland location.
Oakland carries the densest structural and industrial workload in our service area, and the most paperwork attached to it. Two things decide how quickly welding work can actually start and get signed off here.
On-site welding, cutting, and torch work in Oakland requires an operational permit from the Oakland Fire Department. Hot Work/Welding/Cutting Operations is a listed annual operational permit in the City of Oakland Master Fee Schedule effective July 1, 2025, where fire operational permits run from $381 to $1,051 a year depending on the category. Many established industrial facilities already hold a current permit, so the useful question before we schedule is whether yours covers the area we will be working in.
Oakland’s Planning and Building Department is explicit that fabrication done off site, including shop welding at the fabricator’s own facility, does not remove the special inspection requirement. If the shop is an Approved Fabricator, approved by the building official under Chapter 17 of the California Building Code, it submits a certificate of compliance when fabrication is complete. If it is not, an approved special inspector has to inspect the work at the fabricator’s facility and submit written approval before the Bureau of Building will accept it, under CBC 1704.2.5. Oakland also treats welding as a continuous special inspection rather than a periodic one, so the inspector is present for the work. That is a scheduling question worth settling before fabrication starts, not after the steel is on the truck.
Commercial buyers check credentials before they check price. Ours are verifiable.
HRT is a business-to-business industrial contractor. In Oakland that means maritime and municipal structural work along the estuary and the Port, equipment fleets and rental yards, contractors and fabricators who need overflow bench capacity, and property and facility managers carrying structural repairs on older buildings. We work to a 4-hour industrial minimum at $600, which covers a properly equipped rig and a full crew deployment.
Usually yes. On-site welding, cutting, and torch work falls under an Oakland Fire Department operational permit. Hot Work/Welding/Cutting Operations is a listed annual operational permit in the City of Oakland Master Fee Schedule effective July 1, 2025, and fire operational permits there run from $381 to $1,051 a year depending on category. Many industrial sites already hold one. Tell us early and we will schedule around it.
Either that, or the work gets inspected at the shop. Oakland requires that off-site fabrication, shop welding included, still receive special inspection. An Approved Fabricator, approved by the building official under Chapter 17 of the California Building Code, submits a certificate of compliance at completion. Any other shop needs an approved special inspector to inspect at the facility and submit written approval before the Bureau of Building signs off, per CBC 1704.2.5.
Continuous. Oakland lists welding among the special inspections that require the inspector to be present for the work rather than dropping in intermittently. The city’s guidance also calls for field welding to be continuous and performed by a certified welder, with a certified special inspector for welding. Build the inspector’s availability into the schedule, not around it.
Yes. Port of Oakland work is in our project history, and it is the same capability described on our maritime and municipal structural welding page. The Port’s Burma Road Terminal handles breakbulk cargo including heavy-lift items and steel products, which is exactly the class of work our rigs are set up for.
Yes, working to your engineer’s drawings. Oakland adopted Ordinance 13516, the mandatory soft-story retrofit program, on January 22, 2019, with three compliance tiers running two to six years out. The last of those windows closed in 2025, so the program is now in enforcement. Retrofits generally mean steel moment frames or columns at the open ground floor, and the special inspection rules above apply to that steel.
Yes. We work to a 4-hour industrial minimum at $600. That covers a full crew deployment and a properly equipped rig, which is what keeps quality consistent on a 30 mile run.
Yes. HRT holds California Contractor State License Board license #1132921 as a C-60 licensed contractor and is fully insured. Certificates are available on request before work begins.
The shop is at 3555c First St, Livermore, CA 94551, roughly 30 miles east of Oakland straight down the I-580 corridor. Most Oakland work happens on site with the rigs; the shop matters when you are dropping off a part for bench fabrication or picking one up. Shop hours are Monday through Friday, 7:00 AM to 5:00 PM.
