Owner Kyle Shannon founded HRT after a decade-long apprenticeship with a master mobile welding contractor. HRT is owner-operated, with two fully equipped trucks and a professional office manager, built to handle $7,000+ multi-day infrastructure contracts.
Kyle runs HRT out of the Livermore shop, about 25 miles from Hayward via I-238 and I-580. Components get fabricated on the bench, where it's easiest to hold tolerances. Then the rigs handle fit-up and installation at your facility. Anywhere along Hayward's industrial corridor.
Six trades under one C-60 license. Components get fabricated on the bench in Livermore where tolerances are easiest to hold, then the rigs handle fit-up and installation at your Hayward facility.
Hayward’s permit picture is unusually clear compared with its neighbors, because the city publishes the actual numbers. Two things decide how quickly on-site work can start.
The Hayward Fire Department requires an annual permit for any welding, cutting, grinding, or other open flame or spark producing equipment. Before welding or cutting is permitted the designated area has to be approved by the Fire Prevention Office, and the annual inspection exists to verify that the approved area has not changed. Hayward publishes the price: Cutting and Welding, California Fire Code section 105.5.12, is $1,051.00 per year in the city’s adopted FY 2025-26 Master Fee Schedule effective July 1, 2025, with a separate Hot-Works Operations permit under 105.5.25 at the same $1,051.00. The Fire Prevention Office is reachable at (510) 583-4900. Most established industrial facilities already carry the permit, so the question worth asking early is whether the spot we will be working in is the approved area.
Structural steel welding falls under Chapter 17 of the California Building Code, which requires special inspection of the welding regardless of who performs it, and that covers shop fabrication as well as field work. Our welds are done by AWS certified welding specialists, so the standard the inspector checks against is the one we already build to. Confirm the inspection agency and the submittal path with the Hayward Permit Center before fabrication starts rather than after.
Commercial buyers check credentials before they check price. Ours are verifiable.
HRT is a business-to-business industrial contractor. Hayward’s General Plan puts its manufacturing base in the Industrial Technology and Innovation Corridor, zoned IG for general industry, and that is where most of our work here lands: warehouse and distribution operations, food manufacturing, and biotechnology and high technology plants along Clawiter and Whipple, plus the equipment fleets and rental yards that keep them running. We work to a 4-hour industrial minimum at $600, which covers a properly equipped rig and a full crew deployment.
Usually yes, and Hayward publishes the cost. The Fire Department requires an annual permit for any welding, cutting, grinding, or other open flame or spark producing equipment. Cutting and Welding under California Fire Code 105.5.12 is $1,051.00 per year in the city’s adopted FY 2025-26 Master Fee Schedule effective July 1, 2025, and a separate Hot-Works Operations permit under 105.5.25 is the same $1,051.00. The Fire Prevention Office is at (510) 583-4900.
No. Hayward approves a designated area, not the whole site. Before welding or cutting is permitted the area has to be approved by the Fire Prevention Office, and the annual inspection verifies that the designated area has not changed. If the work we are quoting sits outside your approved area, flag it early so it does not stop the crew on the day.
Yes. Chapter 17 of the California Building Code requires special inspection of structural steel welding, and it applies to shop fabrication as well as field welding. Confirm your inspection agency and the submittal path with the Hayward Permit Center before fabrication begins.
Yes, working to your engineer’s drawings. Hayward adopted a mandatory soft-story seismic screening ordinance on July 2, 2019, covering wood-frame multi-story buildings constructed or permitted before January 1, 1979, or designed to the 1976 or earlier edition of the Uniform Building Code. At this stage the ordinance requires screening rather than retrofit, but buildings that do retrofit generally need steel moment frames or columns at the open ground floor.
Both, and most jobs use both. Two fully equipped rigs run out of the Livermore shop, about 25 miles from Hayward. Components get fabricated on the bench where tolerances are easiest to hold, then the rigs handle fit-up and installation at your facility.
Yes. We work to a 4-hour industrial minimum at $600. That covers a full crew deployment and a properly equipped rig, which is what keeps quality consistent.
Yes. HRT holds California Contractor State License Board license #1132921 as a C-60 licensed contractor and is fully insured. Certificates are available on request before work begins.
The shop is at 3555c First St, Livermore, CA 94551, about 25 miles east of Hayward via I-238 to I-580. Most Hayward work happens on site with the rigs; the shop matters when you are dropping off a part for bench fabrication or picking one up. Shop hours are Monday through Friday, 7:00 AM to 5:00 PM.
